Probab...Are they the fat bright green caterpillars? Probably cabbage worms. They are so prolific that it is hard to control these by hand picking. The best organic solution is to cover the plants with floating row cover before the white butterfly lays eggs on the plants. I usually keep may brassicas (cabbage family: kale, cabbage, broccoli, turnips, etc) covered from May to August. Leaves are very important because they take up moisure and nutrients from the roots. The leaves that are left are not so effective but they are still doing their job.You may be tempted to remove the damaged leaves. I would leave them unless they are deseased.
